The final ruling took twelve days.
Lenora Saye was removed from office, stripped of the assets she had acquired through the collection system, and sentenced to long-term confinement under Council guard. Officers who had falsified records, beaten prisoners, or profited from the facilities faced separate proceedings based on their own acts.
Old Quay Seven and the transfer stations were closed.
Every person on the false death register received a restored legal identity. The three who had died were recorded by name, and their compensation passed to the families or beneficiaries the Council had once told to stop asking questions.
Adrian's transfer agreement became binding.
He lost hereditary command of the harbor and paid into the survivor fund. He kept Rook House, personal property, and a minority commercial interest subject to oversight. The city did not turn him into a martyr for doing what accountability required.
The blood-tax system did not vanish with one ruling. It changed enough to matter. Compulsory collections received strict limits, independent medical review, public audits, and a right of appeal. The independent trust opened its first meeting to the public. Rules on paper could still be broken. That was why the audits would be printed, posted, and copied beyond any single archive.

The new shop occupied the ground floor beside my repair stall. She and three other former printers called it Briar Press. Their first public job was a small card listing the names of everyone recovered from the register.
No slogans. No noble crests.
Just names.
Ruth Calder printed the first sheet. Elise Marr worked the cutter while her father recovered upstairs. Tessa kept the flawed first card pinned above the press because the ink had blurred over her own name.
"Proof that being alive doesn't make you tidy," she said.
It was the first joke I had heard her make since she came back.
Celia reopened her clinic two streets away. The Council returned what medicine remained and paid for what had been lost during the illegal sealing. She hung the old brass bell above the new door.
I repaired birth certificates, work permits, and property records for people who had been declared dead, displaced, or conveniently forgotten. By the end of the first month, I hired Mr. Bell to manage the applications I could no longer finish alone.
I rented two rooms above the shop.
The front door locked from the inside.
The bedroom window faced east. On mornings when sleep abandoned me, I watched daylight reach the rooftops and thought of the line that separated Adrian's hours from mine. Loving him would not remove that line. It would require us to cross what we could and speak honestly about what we could not.

This time, I entered through the front gate under my own name.
Gideon opened the door. His expression remained solemn for nearly two seconds.
"He's in the study."
"Does he know I'm here?"
"He knows now."
Adrian stood behind the desk when I entered. The death register was gone, sealed in the public archive. In its place lay shipping reports from the new trust.
For once, he seemed to have no prepared words.
"Mara."
"I have my own home," I said.
"I know."
"My own work. My own key."
"I'm glad."
"I'm not here because I need protection."
He came around the desk but stopped several feet away.
"Why are you here?"
I had crossed half the city with the answer. Saying it still made my heart strike hard against my ribs.
"Because I love you."
His face changed slowly, as if hope were a language he had stopped expecting to hear.
"I love you too," he said. "Enough to know that doesn't solve everything."
"Good. I don't trust solutions that fit into one sentence."
He laughed softly.
I stepped closer.
"I don't know what happens when I age and you don't," I said. "I don't know whether I will ever choose your kind of life."
"You never have to."
"And I may still be angry with you tomorrow."
"You probably will be."
"I am a little angry now."
"I noticed."
"Then we begin with dinner twice a week. In public when possible. You come to my apartment only when invited. I come here when I choose."
"Agreed."
"You tell me before you make a decision that affects me."
"Even when I think I'm protecting you."
"Especially then."
He nodded. No theatrical oath. No promise that two centuries of habit would disappear in one evening. Just terms we could test by living them.
I reached for his hand.
"But I want tomorrow with you anyway."
He turned my palm upward and waited.
I closed the distance myself.
When he kissed me, there was no audience, no bargain, and no blood between us. His hands settled at my waist only after mine found his shoulders.
Later, at the front door, Gideon gave me a new brass key.
"Lord Rook asked me to offer it," he said. "He also said you were free to throw it in the harbor."
I looked at Adrian.
"Those were not my exact words."
"They were the practical meaning."
I put the key beside the one to my own apartment.
I did not move into Rook House that night. Adrian walked me home through the harbor streets and stopped outside my door until I invited him upstairs for tea.
When morning began to brighten the curtains, he left by the shaded stair. I locked the door after him and kept both keys.
Two doors. Two homes. Two choices I could make again every day.
Adrian could have claimed my labor under an old law, my blood under a cruel custom, and my silence with the power of his name.
He had done none of those things.
What I gave him now could never be owned.
